BOARD OF ASSESSORS

1)  CALL TO ORDER
The meeting was called to order at 2:00 PM.  

2)  REVIEW & APPROVE MINUTES DATED NOVEMBER 19, DECEMBER 8 AND DECEMBER 10, 2009
The Board had previously reviewed the minutes for the above noted meetings.  Paul Croteau made a motion to accept the minutes as presented.  Robert Pelchat seconded the motion and all voted in favor.  The motion passed and the minutes will be placed on file.

3)  REVIEW & APPROVE BLIND EXEMPTION APPLICATION
An application for the blind exemption from Joseph Croteau of 507 Main Street and the accompanying letter from the State of New Hampshire Bureau of Services for Blind & Visually Impaired were reviewed.  The application for the blind exemption was approved by the Board and the appropriate forms were signed.  The exemption will start in tax year 2010.  The taxpayer will be notified in the near future of this decision.

4)  REVIEW & APPROVE ABATEMENT APPLICATIONS FOR TAX YEAR 2009
The following abatement applications were approved and the taxpayer will be notified of the decision.  They will also be notified of their right to appeal if they are still unsatisfied with the adjustment:

5)   REVIEW & APPROVE VETERAN TAX CREDIT APPLICATIONS FOR TAX YEAR 2010
The following veteran tax credit applications were reviewed and appropriate forms were signed:

6)  REVIEW, APPROVE & SIGN SPECIAL WARRANTS FOR MANUFACTURED HOUSING LOCATED ON RIVERSIDE DRIVE
Two new double wide manufactured houses were put in place and fully functional on August 1, 2009.  Chairperson Edwards abstained from voting as he is a realtor for these homes.  In accordance RSA 72:7-a, the Board voted to issue two special warrants for the dwellings.  The first is located at 5 Victoria Lane and has an assessed value of $96,700.  The resulting tax for 243 days is $1,862.  The second is located at 7 Victoria Lane and has an assessed value of $95,600 which resulted in a tax of $1,898.

7)  REVIEW THE ASSESSING PROPOSALS AND MAKE RECOMMENDATION TO MAYOR & COUNCIL
The City of Berlin received four proposals which are to run from July 1, 2010 until June 30, 2015.  The Board reviewed a summary sheet of the proposals and voted to recommend to council that the City retain the services of Avitar.  Avitar has been our assessor since 1999 and the Board is pleased with their service and rapport with the Board and the taxpayers in the City.   A memo will be drafted and forwarded to the Mayor and Council requesting permission to enter into a contract with Avitar for the next five years.

8)  NON-PUBLIC SESSION
Chairperson Jonathan Edwards called for a non-public session.  Robert Pelchat made a motion to go into non-public session per RSA 91-A: 3 II (c) “Matters which, if discussed in public, would likely affect adversely the reputation of any person,” and Paul Croteau seconded this motion.  All concurred.  The Board of Assessors went into non-public session.

9)  RESULT OF NON-PUBLIC SESSION
Member Paul Croteau made a motion to go into regular session and to seal information provided as this is confidential material and not right to know.  Robert Pelchat seconded the motion.  The Board of Assessors went into public session.

Cornerstone Housing North, Inc. submitted a new proposed PILT payment.  They recalculated the % of utility expense used to deduct from rental income.  Their new suggested PILT is $2,424.70.  Cornerstone also submitted a Form 990 for tax year 2008.  After review by the Board of these documents, the Board voted that, per RSA 72:23-k, income from all sources should be taken into account when calculating the payment in lieu of taxes.  The Board requested a letter be written to Cornerstone indicating that the Board is proposing a PILT of $7,997 and how we calculated the payment.  

An elderly exemption application for Stella Duchesne of 664 Sullivan Street was granted starting tax year 2010.  Two elderly/disabled tax deferrals were granted.  The first was for Shirley Bockman of 29 Bemis Street and the second was Jeanne D’Arc Garon of 373 Forbush Avenue.

10)   ADJOURNMENT
A motion to adjourn was made by Robert Pelchat and seconded by Paul Croteau.  Motion was made and seconded to adjourn.  The motion passed.  The meeting was adjourned at 3:30 PM.  The next meeting of the Board of Assessors will be held in the near future.
